How to use an FTA

Five steps to pay less duty

  1. Classify the product

Agree the HS code with your customs broker. Tariff cuts and origin rules are set line by line.

  2. Compare the rates

Check the normal (MFN) duty in your country against the preferential rate under each agreement that applies.

  3. Check the origin rule

Each product has a rule: a regional value content (often 40%), a change of tariff heading, or a specific process. The goods must pass it.

  4. Get the proof of origin

The exporter applies for the certificate (C/O) or issues an origin statement, before or at shipment.

  5. Claim at import

Your importer declares the preference and presents the proof of origin. Keep the records for later audits.

Overlapping agreements

When several agreements apply, pick the best one

Many markets are covered by two or more agreements. The rates and origin rules differ, so the right choice can change by product.

  • Japan

    AJCEP, VJEPA, CPTPP and RCEP

Compare VJEPA and CPTPP for the lowest rate; RCEP often has the easiest origin rule thanks to wide cumulation.

  • South Korea

    AKFTA, VKFTA and RCEP

VKFTA usually gives deeper cuts than AKFTA on sensitive goods such as seafood and garments.

  • China

    ACFTA and RCEP

ACFTA rates are mostly zero already; RCEP helps when inputs come from several RCEP members.

  • Australia

    AANZFTA, CPTPP and RCEP

Almost all lines are duty-free under all three; pick the one whose origin rule your supply chain meets most easily.

  • United Kingdom

    UKVFTA and CPTPP

UKVFTA mirrors the EU deal; CPTPP may offer more flexible origin for some products.

  • Canada

    CPTPP

CPTPP is Vietnam's first agreement with Canada and Mexico, with near-total tariff elimination.

FAQ

FTA questions

Does every product made in Vietnam get the lower duty?

No. The goods must meet the agreement's rule of origin for their HS code, and the importer must claim the preference with the right proof of origin.

Who issues the certificate of origin?

In Vietnam, mostly the Ministry of Industry and Trade's regional offices through the eCoSys system. Some agreements, such as CPTPP, EVFTA and RCEP, also allow approved exporters to issue an origin statement themselves.

Can goods with Chinese inputs still qualify?

Often yes, if the processing in Vietnam changes the tariff heading or adds enough value. Some agreements are strict, for example the yarn-forward rule for garments under CPTPP. Check the rule before you order.

What if several agreements apply?

The importer can choose the agreement that gives the lowest rate and whose origin rule the goods meet. It can change from product to product.

Do FTAs remove anti-dumping or safety rules?

No. Trade remedies, product standards, labelling and sanitary rules still apply in full.

Status as of October 2026, based on the WTO Center of VCCI and official partner announcements. Tariff commitments and origin rules vary by product: check the legal text or ask us before you rely on a preferential rate.
